What role can agents play to keep this market moving?
Embrace the notion that in this environment price continues to be a more important factor than usual in moving a house. Buyers are rightly worried that prices will continue to fall. Factors such as rising interest rates, continued high levels of unemployment, and a continuing "drip" of foreclosures and short sales will prevent price appreciation (except in very isolated specialty markets).
Sellers who lack a sense of urgency have no problem in this environment - they can and will keep their houses as they contemplate the best price and timing for their sales. Sellers who need to move their homes despite their relatively low market value will benefit from being reminded of the utility a quick sale will bring as compared to the utility that a few hundred (or even a few thousand) dollars would bring if they try to wait an unknowable amount of time to sell at what they think is a "fair" price.
